Panama Golden Visa vs. European Golden Visas: A 2026 Comparison

The Changing Landscape of Residency by Investment

Over the past few years, popular European programs such as those in Portugal, Spain and Greece have changed significantly: real estate investment routes have been closed (Spain ended its golden visa effective April 3, 2025, under Organic Law 1/2025), minimum amounts have risen in the most sought-after areas, and processing times can stretch over long periods.

The Panama Advantage

By contrast, Panama's Qualified Investor Visa offers a clear and agile path to permanent residency. With an investment from USD 300,000 in new real estate (or USD 500,000 in resale property or securities), or a five-year fixed-term deposit (USD 500,000 at Banco Nacional or Caja de Ahorros, USD 750,000 at a private bank), investors and their families can obtain permanent residency in up to 30 business days with a complete file, under Executive Decree 17 of 2026. This is a reference timeline and depends on each case.

Tax Implications

European residency often means tax on worldwide income. Panama's territorial system, by contrast, taxes Panamanian-source income, so foreign-source income is generally not subject to Panamanian income tax. Your country of citizenship or tax residence may still tax it.

Path to Naturalization

Panama allows you to apply for naturalization after 5 years of permanent residency, subject to legal requirements and the authorities' decision. The Panamanian passport offers visa-free or visa-on-arrival access to many countries. Separately, Law 493 of 2025 created a Special Travel Passport for investors, subject to regulations, which does not grant nationality.
